As a growing number of human rights and health reports paint a grim picture of the humanitarian crisis in Gaza, U.S. lawmakers and international officials have warned that Israel’s ongoing war—now in its 21st month—has entered a phase of “systematic starvation” and “deliberate targeting of civilians.” The warnings come amid a rapid collapse in medical and humanitarian services, with no clear post-war political horizon in sight.

In a joint statement, several members of the U.S. Congress described the situation in Gaza as “horrific and unacceptable,” citing the deaths of at least 700 Palestinians while trying to access aid, amid chaotic distribution efforts and growing danger to civilians. The statement also criticized President Donald Trump’s administration for allocating $30 million to the so-called “Gaza Humanitarian Foundation” without consulting Congress, calling the aid “meager and insufficient for a crisis of this magnitude.”

“Seventy-five percent of Gaza’s population is facing catastrophic levels of hunger,” the lawmakers said, urging the Trump administration to pressure Israeli Prime Minister Benjamin Netanyahu to end the war and overhaul aid delivery mechanisms. The statement also raised the possibility of shutting down the foundation, citing its ineffectiveness.

UN Official: Deliberate Killings of Aid Seekers Are War Crimes

The head of the UN Human Rights Office in the Palestinian territories told Al Jazeera there is increasing evidence of intentional killings of Palestinian civilians, particularly those seeking aid, emphasizing that such acts amount to war crimes.

Hospital data from Gaza indicates that more than 40 Palestinians were killed by Israeli fire since early Friday, including 16 people shot while trying to obtain food aid. Médecins Sans Frontières (Doctors Without Borders) warned that a quarter of all children and pregnant women in Gaza now suffer from acute malnutrition.

Israeli Plan to Partition Gaza Raises Alarm

Israel’s public broadcaster revealed a new military proposal by security agencies to divide the Gaza Strip into multiple zones and impose a field siege, aiming to “drain Hamas and the population” without launching a full-scale ground assault in areas where hostages may be held. The plan followed a closed-door security meeting led by Netanyahu as international pressure mounts for an end to the war.

Gaza’s Medical System in Freefall as Staff Go Hungry

Conditions in Gaza’s hospitals are catastrophic. The director of Al-Shifa Medical Complex warned of a total lack of nutritional supplements needed to treat patients, while a spokesperson for Al-Aqsa Martyrs Hospital said fuel shortages are threatening the shutdown of remaining medical facilities. “Medical staff are starving just like everyone else,” he added.

Doctors Without Borders also reported a fourfold increase in the number of registered malnutrition cases since mid-May, noting that some of their teams have gone days without food. The group said a quarter of Gaza’s children and pregnant women are now in severe health danger.

UK, France, Germany Call for Immediate Ceasefire

In a rare joint statement, Britain, France, and Germany demanded an immediate end to Israel’s assault on Gaza, warning of an escalating humanitarian disaster. The statement called on Israel to comply with international law and facilitate the delivery of humanitarian aid, adding that the international community stands ready to take additional steps to support a ceasefire.


Israeli Ministers Push for Full Occupation of Gaza, Block Aid

On the Israeli side, far-right National Security Minister Itamar Ben Gvir reiterated his call to “occupy all of Gaza, halt aid, and encourage emigration,” describing it as the best way to win the war and recover hostages. Finance Minister Bezalel Smotrich also urged an end to what he called “humiliating negotiations” with what he labeled “terrorists,” referring to Hamas.
